Federation Command was Created to enhance the online gamming with our members ,we are working with a chain of command similar to the startrek ranks you must acept all those rules and regulations who provide the enjoyement and peace to the comunity and Federation Command.The [FC] is led by a group of admirals named The Admiral’s Council this group vote on FC internal matters and on Diplomacy Relations with other clans/fleet this council is is led by the Chairman Current Chairman is Fleet Admiral Picard.

Section I – Formation

Admiral’s Council:

The Council of Admirals of the Federation Command known as ‘’council’’do herby run the fleet in a democracy fashion, Each Council member is entitled to one vote on all matters placed before the Council in the council forum.The Fleet Admiral have Special right (See Section Fleet Admiral Powers).

Divisions CO / XO:

Federation Command is Divised in numbers of Divisions each division represent a game we support ‘’Exemple : Bridge Command Division’’ that mean that all players who have choosed Bridge Command for their primary game are in this Division.Divisions CO and XO led their own divisions they Promote officers Ensign To Duty Officer upon this rank the council give promotions.Please note that the XO can undo CO Deceisions if justified if the co think it is not justified he can refer to an council members

Officers :
Fedearation Command Officers are divised in 3 groups, Junior Officers (Ensign to Lieutenant), Officers (Lieutenant Commander and Commander) , Senior Officers the rest of the ranks in fc all admirals are senior officers, we also have a Special category (Duty Officers)see chain of command for more information.

Departments:
Each departments have his specialisations like intel and security are here to keep the fleet secure.News Department main duty is to keep the fleet informed of what happeneing in the startrek gamining comunity.

Academy:
All new Members who join FC are automaticly assigned to the academy they will have trainers who will show them how to be a good player and a good officer.also Academy CO/XO post Promotions with recomendation of the trainers. (Cadet First Class to Crewman)

Fleet Admiral's Power
The Fleet Admiral is the Chairman of the council he help the council to make good deceision all must respect the FA,The Fleet Admiral Can give promotions and awards and also arrest peeple if he have good reasons.

Section II -Conduit


All members of Federation Command must obey and respect the Code Of Conduct at all times. They must respect officers that over rank them by calling them "Sir" it is also the right of the superior officer to be called sir also u not olny need to respec superior officers but all members of fc or u can be charged of Conduct Unbecoming an Officer.
All officers may not join any other clan or be in another clan while in [FC] they can be charged of Trahison(see Section-VI )
Flames, spamming and cursing is not allowed.The officer must ask permission to talk freely with out obeying these rules, the over ranks you or under ranks you. Then the following rules do not applied unless you are chatting with another clan/fleet



Section III - Interactions With Others in Simulations

All members of Federation Command must show respect and courtoisy to members in lobby or during the game.all flame will be severly punished.by our members or by other clans members.

Violations of the provisions of this Article shall be considered a Category II offense.

Section IV - Chain of Command

All officers of Federation Command shall be subject to and shall follow the Chain of Command at all times. Specifically all officers who have assignement and duty or direct orders

No officer is permitted to publicly question the propriety or wisdom of an order or directive issued to him/her nor is any officer permitted to privately question or to even discuss an order issued to him/her with any person not a member of Federation Command . If an officer is troubled by an order, directive or assignment issued to him/her, they are to immediately state their concern to the issuing officer, who shall note such concerns and then either withdraw or affirm the order. In the event the order is affirmed, the officer to whom the order, directive or assignment is issued shall diligently perform the duties required of him/her until the assignment is completed. In no event may the officer delay in performing an confirmed order he/she questioned to seek redress from a higher authority. Such delay shall be considered insubordination, even in the event the order itself is eventually withdrawn.

If after performing the order, duty or assignement the officer in question still feels that the order and or assignment was not correct he may take his case to his Commanding Officer, in the even that the Comanding Officer is the Officer issuing the order then he officer in question is permitted to take his complaint to the next highest ranking officer.or to JAG dept.

Any officer recieving a complaint regarding an order or assignment given is to report it to his Commanding Officer and it is to be passed along the Chain of Command untill it reaches the Admirals Council.

No officer of [FC] is permitted to issue an order, directive, or assignment in the name of the council exept the fleet admiral nor is any officer permitted to post a message in the name of the Fedeation Command Staff or Council unless such has been specifically authorized by the Council of Admirals and or Fleet Admiral or Fleet Executive Officer.

An officer placed in a command position, by a Superior Officer or the Council, is the highest authority in his command. The individuals assigned to him play a subordinate role under his command, regardless of their rank.

Section-V - Discharge of Duties

All officers of [FC] are expected and required to complete any task, order or directive assigned to them and to discharge all of their duties diligently and expeditiously. All officers are expected to appear in an on-line gaming venue with regularity and to maintain their skills and competence with respect to such game(s) at the highest possible level. Officers who may find themselves unable to appear in an on-line gaming venue with regularity are required to make a formal Request for Leave to their Commanding Officer.(olny Commanding Officer can releave of duty an officer)

Section VI - Offenses

Only a Federation Command Officer may bring charges against another Fedeation Command officer. Any person from outside of Federation Command wishing to lodge a complaint may do so via e-mail ONLY to the Fleet Admiral, if he desides there is a case to answer he will charge the officer in question himself. No other officer of Federation Command may logde a complaint on behalf of another person.

Category I Offenses:

-Insubordination

-Conduct Unbecoming an Officer

-Sedition and/or Treason

Any officer found guilty of a Category I offense may be Dismissed from Federation Command, Demoted, and/or any other punishment which will be suggested by an appropriate ranking officer or by the Admirals Council, whereby an appropriate ranking officer is involved he or she will be constrained by the powers allowed him by this article and or by assignement allocated to him/her.In Specials Case the security may retire your acces for one of Offence Categoty.the rank does not matter in the processus.

Category II Offenses:

All Other Offences you can do
Any officer found guilty of a Category II offense shall be subject to the following discipline after the complain examinated by jag or admirals council.:

1st offense - Written Warning or demotion

2nd offense (w/in 6 months) - Written Warning or demotion or dismissal

3rd offense (w/in 6 months of second offense) - Demotion or Dismissal

4th offense (w/in 6 months of 3rd offense) - Dismissal

Your Right To Object

All officers of Federation Command accused of a Category I or Category II offense may either accept and agree to the specifications of charges lodged against them or they may request a hearing.

To lodge your objection you must make a submission to the JAG office, Do NOT post it on a message board, email the JAG commanding officer using this email address, jag@fedcommands.org

Once a matter has been submitted to JAG there is not turning back, All matters in the hands of JAG will follow the appropriate course until a verdict is set down.


Your Defense

You have the right to be defended by a high ranking officer to act as the FC Defense Attorney, This officer will defend you in trial, he will be your council and will do the best he can to clear you of charges and have you reinstated to active duty.

Accusations of Misconduct For an officer:

Accusations of misconduct on the part of a Federation Command officer shall be made promptly in writing to the immediate Commanding Officer of the accusing officer. The Commanding Officer shall immediately thereafter forward the Accusation to the Fleet Executive Officer who, in-turn, shall immediately inform the Fleet Admiral. In the event the accusation involves the Fleet Executive Officer, the accusation shall be directly forwarded to the Fleet Admiral by the Commanding officer of the accusing officer. In the Event the Accusation involves the Fleet Admiral, the Fleet Executive Officer shall forward the accusation to the Vice Admiral senior-in rank at the time.


Section VII – Resignations/Retirement

If an Officer resigns he may request to return but MAY not return above the rank of Captain once his resignation was accepted.

Any rank above this MAY not be restored, this is due to others being promoted to fill his/her role.(olny the council can vote on an higher rank in a special Situation)

If by chance a position of same or less rank is open for that officer to return to then he/she may do so upon acceptance of his/her application, this is solely at the discretion of FC Command or its Admirals Council.

Section - VIII (CoC Editing)
Only the Admirals Council may edit the (CoC) with a majority vote.and the autorization of the FA No other department, council no division can edit the (CoC) in any way. In emergency situations the Fleet Admiral may edit the (CoC) however the changes may be blocked by the council with a majority decision.

Section -IX Oath of Allegiance

As an Officer of FC i Swear that i read the Code Of Conduit and i will serve FC to my best abilities.
Accordingly, I agree to post a message on the Starfleet Sub-Space Communications Array affirming my acceptance of this Charter and these Articles in these words:

I _______________ do hereby accept and agree to all provisions of the Federation Command Code of Conduct and Chain Of Command do hereby agree to serve fc in the honor and respect of those rules.

By becoming a member of [FC] you have automatically accepted and agreed to the terms and conditions outlined above.
